Today, I discovered that I was able to place torches outside the borders of my town. There's no certain way that it needs to be replicated, they just have to be placed. I tested it with other blocks, and it seems that torches are the only block affected by this bug. This bug doesn't affect towns, only the wilderness.
EDIT: You can also break torches, too. Forgot to say that.
