Flawless lapis too rare?

I mined a bunch of lapis and diamond today, and found out that it seems like lapis gets much less flawless ore per ore mined. Considering it's only 10% more common than diamond, I think that the rate of flawless lapis could use with an increase.

The sample size I used was approximately 800 diamond ore and 800 lapis ore.

What are the uses for flawless lapis? If it doesn't have that many uses, it may be fine to leave it as-is, at least for now.
