I don't know if several players can keep the dragon loaded, but it is very difficult for one player without fly to kill the dragon because the dragon stops rendering on my client when it is a chunk or two away, ignoring y-level difference, and when it is rendered again, the dragon has a new name and it's health is back to full.
This is in the horizon end, the dragon is still there at the time of this post.
I don't quite understand why the entity for the dragon is not retaining the data for its health and name, but it is impossible for me to kill without chasing it with flight.
