Enable overflow enchant in towns or remove it completely

It's a near completely useless as it is right now. Here's some ways it can be implemented:

- Donation perk
- Only mayors can use them in their own towns
- Players have to apply for permission

While I've listed these suggestions I really hope that anyone would be able to use it, at least in their own towns. I understand that past abuse is the reason it was disabled, but how hard could it possibly to fix if someone griefed with it? I'd even personally take care of it if that's needed. I can be the "water clean-up guy". Even if rolling back doesn't work, you can always use world-edit and //replace water 0 in the region affected.

More things to prevent abuse: Limiting the amount of source-blocks that can be placed in a certain time-frame and have players who reach the limit flagged with coordinates for their last source-block placed so staff can check it in case there's abuse.
