On the forum thread where you explain salvage, you wrote and said you needed a level 25 skill to salvage item. Although, I am level 60 and It says I did not unlock Super Salvage

Super Salvage is unlocked at 250, which allows you to salvage items with full durability, right now you should only be able to salvage damaged items.
