Level 40 blacksmith can't craft mending books

Level 40 blacksmiths are supposed to be able to make mending books, but are not able to.

I've heard from some people that mending books are craftable from flawless diamonds, greater buckets of enchanting, and a book, but this isn't the recipe that is listed on horizon or the wikis. Was this a hidden change?

The "Legendary Monster Essence + 1 Bucket of Greater Enchanting + 1 Book" recipe was correct when I wrote the wiki page, but that was a while ago. It may have changed since then.
